SUNWATCH ON ISLAND ESTATES President Sheron Nichols called the meeting to order at 9:00 AM. Board members present were Bob Burwell, Joe Giacomini, and Bob Holland. Rick Emshoff was absent. MINUTESMinutes of the December 7, 2009 Board Meeting were approved as presented. BOARD RESIGNATIONIt was moved and seconded to accept the resignation of Rick Emshoff as a Board Member. Motion carried unanimously. It was moved and seconded to appoint Bob Sylva to the Board to fill the vacancy. Motion carried unanimously. FINANCIAL REPORTTreasurer Joe Giacomini reviewed the Financial Report for twelve (12) months ending December 31, 2009. The Operating Account had a balance of $94,129; however $17,472 of that amount was in Prepaid Owners Fees. The Reserve Account had a balance of $673,281. Expenses and Reserve Funding for the twelve (12) months exceeded Income by $3,433. Seven (7) Owners were delinquent a total of $23.914 in monthly maintenance fee, special assessment, late fees and interest. Four (4) accounts have been sent to the Sunwatch attorney. Three (3) units are under foreclosure by the lender. Sunwatch is foreclosing on one of those units. MANAGEMENT REPORTSue Duncan of Resource Property Management presented her written Management Report dated January 26, 2010. In response to a Canadian owner's request, Sue Duncan was requested to mail notices earlier than the State Law requires in order that owners receive mailings in time to act before deadlines. It was moved and seconded to drop the Sunwatch membership in CAI. Motion carried unanimously. In response to letters from Peter Bauman #704 concerning the realtors' lock boxes, Peter was requested to come up with a suggestion for a solution at the next Board meeting. CORRESPONDENCERon and Sue Craig - Unit #207 reported that on January 10, 2010, that the washing machine in the unit above them overflowed and water came into their unit. At the suggestion of their insurance carrier, they are requesting that the drywall in their laundry room be tested for water dampness. Sue Duncan was requested to hire a company to test their laundry room. Sam and Bernice Tarnow - Unit #305 advised that the PA system in the Fire Alarm was not working properly. A committee is working on possible solutions to correcting the Fire Alarm System. Carol Azzarelli - Unit #304 is concerned about lint in her dryer vent. The lint would be confined to the exhaust hose and not in the wall. Cleaning the exhaust hose is the responsibility of the owners. Bill and Barb Lenz - Unit #805 is concerned about wind chime noise and requested the rules prohibiting wind chimes, etc. be enforced. If they can identify the source of the noise, the Board will request that Sue Duncan send the offender a letter. Betsy Garfield was requested to remind the owners of the rule in the next newsletter. Deanna Snedeker - Unit #1003 inquired about the schedule for cleaning the new floors. A firm has been hired to clean the floors once a quarter. The next cleaning will be in March. Bob Thatcher - Unit #500 requested several items posted on the Sunwatch web site be restricted by password. Our webmaster, Betsy Garfield was instructed to set up a system with a password so only Sunwatch owners have access going forward to the minutes, resident listing and preferred vendors. Other items, such as forms, newsletters, Rules and Regulations, etc. will remain open without a password. Motion carried unanimously. It was moved and seconded to approve the Leasing Approval Amendment. Motion carried unanimously. Bob Burwell was asked to set up a time for a Workshop for the painting project. Joe Giacomini will follow up with Ed Reid to inquire about his investigation of our alarm system. NEW BUSINESSAUTHORIZE THE BORROWING OF THE 2009 ANNUAL INSURANCE PREMIUM FROM THE RESERVES It was moved and seconded to adopt the required Bank Resolutions for the new Board's signatures on the Sunwatch bank accounts. Motioned carried unanimously.After a discussion concerning use of the Billiard Room by under age children without adult supervision, it was decided that rather than lock the Billiard Room for use by reservation only, that a Security Camera should be installed. Sue Duncan was asked to order a new motor for the east garage door at the 680 entrance. Betsy Garfield was asked to advise the owners in our newsletter that disconnecting a fire alarm speaker in their unit is a violation of the fire codes and the owner could be charged with a felony. She was further asked to advise the owners in our newsletter that when owners replace any smoke alarm in their unit, the fire codes require that the new smoke alarms MUST be hard wired. Lars Warn agreed to contact our Security Camera vendor to obtain bids to add Security Cameras in the Billiard Room and the fire stairs next to the middle elevator in the 670 building, and to repair the line to one of the swimming pool cameras.
