Board of Director's Meeting
January 12, 2009


President Bob Burwell called the meeting to order at 9:30 AM. Board members present were Joe Giacomini, George Powers, Bob Thatcher and Jo Warn.


Minutes of the November 18, 2008 Board Meeting and the December 1, 2008 Annual Meeting and Board Meeting were approved as presented.


Treasurer Joe Giacomini reviewed the Financial Report for eleven (11) months ending November 30, 2008. The Operating Account had a balance of $91,589; however $11,887 of that amount was in Prepaid Owners Fees. The Reserve Account had a balance of $563,044. Income for the eleven (11) months exceeded Expenses and Reserve Funding by $44,462. Five owners were delinquent a total of $3,987 in monthly maintenance fees.


Sue Duncan of Resource Property Management did not present a written Management Report.


Ron and Sue Craig - Unit #207 - sent a note suggesting Sunwatch could demonstrate the holiday spirit by collecting food and toys for needy families. Bob Burwell stated that after polling the Board, Ron and Sue were authorized to place a collection box in the 670 Lobby for food and toys. The collection was a great success and was presented to Religious Community Services for distribution. The Board thanks Ron and Sue as well as the Sunwatch donors for their participation.

Vince Vincent - Unit #309 - sent a note concerning the boat docks. The boat docks belong to the marina association which has its own Board of Directors who control the activities on the boat docks.

Sheron Nichols - Unit #809 - sent a letter concerning the rust on some of the outside doors, Unit #809 unpainted balcony and her offer to serve on a Board committee. Bob Burwell stated that Sunwatch "Declaration of Condominium" XXI Section 1 (b) states "the unit owner shall maintain, repair and replace at his expense all other portions of his unit, including all windows, screens and glass, doors ? whether contained inside or outside a unit?" therefore each unit should address the condition of their outside doors. He offered to have our maintenance personnel paint the Nichols balcony, but they said they would wait until the entire building is repainted this fall. He offered to place Sheron on any committee of her choice.

A proposed timeline for repainting the building was presented to the Maintenance Committee for review at the February Board meeting.

President Burwell appointed Bob Thatcher as the "Point" person to be the contact from the Board and the Maintenance Committee with Structural Preservation Systems (SPS.) He will be responsible for any questions and decisions concerning the repair of the walkways and decks.


It was moved and seconded to confirm approval of the following lease:
Unit #605 to Mary O'Donnell twelve (12) months.
Motion carried unanimously.

It was moved and seconded for Resource Property Management to order background checks on all new applications for purchase or lease. Motion carried unanimously.


There will be a follow-up with Pool Works for touch up paint for the pool decks.

There will be no further follow-up with Gil Robinson due to unanswered telephone calls about repainting the balconies. He was paid in full and there was no written contract.

We are waiting for the proposed contract from Structural Preservation Systems (SPS) for the outside decks and walkways.


It was moved and seconded to confirm the replacement with a more efficient chandelier in the 670 lobby. Motion carried unanimously.

It was moved and seconded to confirm a contract for $1,782 with Rustmore Technical Service (RTS) to replace the 80 gallon hydo-pneumatic bladder tank on the domestic water system. Motion carried unanimously.

It was moved and seconded to authorize, for a fee of $500, our attorney, Ben Rabin, to review our condominium documents (Declaration, Articles and Bylaws) and make recommendations. Motion carried unanimously.

It was moved and seconded to replace the four (4) outside parking light lamps with the use of rental scissors truck for $150 and our maintenance personnel. Motion carried unanimously.

Jo Warn advised that there are four (4) dead palms in the parking lot and of all the red tape to remove them. She will do more investigating.

A new Federal Law, the Virginia Graeme Baker Pool & SPA Safety Act required that we install new drain covers in our pools and SPA by December 19, 2008. It was moved and seconded to grant confirming approval for a contract in the amount of $2,129.41 with Artistic Pools to install the required drain covers. Motion carried unanimously.

President Burwell asked if any Board member would be interested in joining CAI. It was moved and seconded to authorize an annual membership fee of $114 for George Powers to join Community Associations Institute. Motion carried unanimously.

President Burwell informed the Board that Bob Thatcher has compiled a list of all of the Sunwatch contracts with expiration dates and other details in order that the Board may review them before they expire and are automatically renewed.


The next meeting will be Monday, February 16, 2009, at 9:30 AM.


There being no further business, the meeting was adjourned at 10:50 AM.
