SUNWATCH ON ISLAND ESTATES President Jo Warn called the meeting to order at 9:30 AM. Board members present were Bob Burwell, Joe Giacomini and George Powers. Excused - Sue Clark. MINUTESMinutes of the March 20, 2006 Board Meeting were approved as presented. FINANCIAL REPORTSince the Financial Report was "in the mail," there was no report. MANAGEMENT REPORTRay Sturgis presented a written Management Report dated April 24, 2006. Ray Sturgis stated the State of Florida was overwhelmed with elevator inspections; therefore those inspections are now being made by a third party. Our elevators are scheduled for inspections this week and the warning signs will be removed when the inspections are complete. CORRESPONDENCEThe membership was again reminded that notes in the Suggestion Boxes will be read by the Board only if they are signed by the writer. The following notes were in the Suggestion Boxes: Colin Campbell #301 - Submitted a letter of complaint about a loud rowdy party held Friday, April 7th in Unit #400 by two teenage girls without adult supervision until early in the morning. A Board member was awakened by the noise and the Clearwater Police were called. The Police arrived, stopped the party and made the party-goers pick up the trash, beer cans and liquor bottles thrown over the balcony. Parents of each child were called to come get them. The management company has sent two (2) letters to the owner of this unit concerning the behavior of the teenage girls. The unit is leased to the single father of the girls. The Board will ask our attorney for guidance on further action. Jim Maurice #402 - Suggested that the Lap Pool be striped with lines next time the pool is drained. He suggested that the doors between the lobbies and the garage contain a small window in order to prevent injury. He further suggested that the garage side of those doors contain "D-Style Door Pulls." All three (3) suggestions were turned over to the Maintenance Committee for review. COMMITTEE REPORTSCovenants Committee - No report. Emergency Committee - The committee has researched continued violations of owners giving out entry codes and solutions used by other associations. It was moved and seconded to remove all personal codes effective June 1, 2006. Motion carried unanimously. It has been reported that people are using the Spa after 10 PM on several occasions. It was moved and seconded to install a motion detector light at the SPA. Motion carried unanimously. An expensive new lamp was stolen from the 680 lobby on Palm Sunday weekend. The committee has researched other associations and have found that several have installed security cameras. It was moved and seconded to accept a bid from Jersey Jim Towers to install ten (10) security cameras at a cost not to exceed $10,000. Motion carried unanimously. The committee reported that the fuel tank for the emergency generator has only a 110 gallon capacity and that by adding an additional 250 gallon tank the generator could run for up to 60 hours. It was moved and seconded to accept a bid of not more than $3,500 from Coastal Services to install and additional 250 gallon fuel tank. Motion carried unanimously. Guest Unit Committee - The committee reported that the sofa bed in guest unit #201 was broken, therefore a very good used sofa bed was purchased for $100 as a replacement. Landscaping Committee - The plants placed in the planter at the entrance to the 680 building keep dying due to shade. They are trying to find a solution. Social Committee - No report. Maintenance Committee - The committee submitted their monthly report dated April 3, 2006. They have received one bid on the amount of $77,000 to cut out and caulk all windows and doors on the outside perimeter of the buildings. They hope to have additional bids by the next meeting. It was moved and seconded to approve a bid of no more than $6,300 from Transdor Corp. to replace nine (9) outside doors. Motion carried unanimously. It was moved and seconded to approve a bid in the amount of $5,900 from Welch Tennis Courts, Inc. to patch, repair and resurface the two (2) tennis courts with the funds to come from the Tennis Courts Reserves. Motion carried unanimously. The committee reported that the numerous lights in the outside hallways contain 9 watt bulbs and they suggest we try using 2 watt bulbs to save energy costs. It was moved and seconded to replace the thirty-six (36) hall lights on the second floor with 2 watt bulbs on a trial basis. Motion carried unanimously. The committee recommends that we ask for a proposal from Kerns-Whitehouse & Associates, Inc. (KWA) for engineering suggestions regarding the water intrusion at the doors on the west side of the 670 stairway, floor covering for the exterior walkways and drainage of water for various areas on the 2nd floor. Ray Sturgis was instructed to contact KWA for a bid to make those engineering suggestions. It was moved and seconded to accept a bid in the amount of $1,988 from G. L. Robinson to repaint the pool deck railings with the funds to come from the Painting Reserves. Motion carried unanimously. Newsletter Committee - The committee reported that the semi-annual newsletter was recently mailed to all owners. Welcome Committee - The committee reported that packages including a summary of important Rules and Regulations have been delivered to all recent new owners. SALE & LEASE APPROVALSIt was moved and seconded to grant confirming approval for the following sale: Unit #801 to Dennis Kraft Motion carried unanimously. OLD BUSINESSSecretary Burwell reported that our attorney, Ben Rabin, suggested that it was not worth pursuing further action concerning the letter from the Department of Business Regulation. NEW BUSINESSNone. NEXT MEETINGThe next meeting is scheduled for Monday, May 15, 2006 at 9:30 AM in the meeting room. ADJOURNMENTThere being no further business, the meeting was adjourned at 11:05 AM.
