Board of Director's Meeting
February 26, 2004

CALL TO ORDER

President Lars Warn called the meeting to order at 4 PM. Board members present were Bob Burwell, Cliff Snedeker, Susie Thatcher, Lars Warn and Terry Werner.

MINUTES

Minutes of the January 22, 2004 meeting were approved as presented.

FINANCIAL REPORT

Secretary/Treasurer Bob Burwell reviewed the January 31, 2004 Financial Report. The Operating Account had a balance of $49,009.37; however $17,459.23 of that amount was in Prepaid Owners Fees. The Reserve Account had a balance of $261,035.74. Total expenses and reserve funding for one (1) month was $38,736.03 compared to a budget of $40,319. Income for one (1) month was $11,811.89 over total expenses and reserve funding. Four owners were delinquent a total of $1,975.67 in monthly maintenance fees.

MANAGEMENT REPORT

Diane Lubrano from Resource Property Management introduced Jill Ellis who will be our new Property Manager since Diane is leaving town because of her husband’s relocation. Diane Lubrano reviewed her report dated February 26, 2004.

CORRESPONDENCE

Letter from Claretha Davis – Unit 303 acknowledged her heartfelt gratitude for expressions of sympathy extended during the recent death of her husband Henry.

Letter from John McDonnell – Unit 1009 concerning damage to a garage gate in January 2003. Jill Ellis was instructed to send a letter to Mr. McDonnell resending the request to pay for the damage.

Letter from Cross Security dated February 20, 2004 concerning our change in vendor to monitor our elevator telephones.

There were no messages in the suggestion boxes.

SALE AND LEASE APPROVALS

The following lease was approved:
Unit #702 – Douglas & Jean Wright for a 12 month lease.

COMMITTEE REPORTS

Landscaping Committee - Chair, Jo Warn, announced that Sunwatch won 1st Place in the Island Estates Holiday Lighting Contest.

Maintenance Committee – Cliff Snedeker reviewed the committee’s report of forty (40) items that needed attention to maintenance.

OLD BUSINESS

Cliff Snedeker reported that the eighteen (18) private garage doors were rusted and that they were under warranty from Raynor Garage Doors. The doors will be replaced free of charge, but there is a charge for labor to install the doors. The labor and tax would be $159.90 per door.

Cliff Snedeker reported that the Maintenance Committee needs more time to research the following:

Pool and deck resurfacing
Maintenance & Cleaning Schedule

It was moved and seconded to approve a proposal dated January 7, 2004 in the amount of $7,150 with Architectural Engineering Incorporated to study and develop scope of work for repairs to our alarm system plus develop construction documents and bidding activities for the necessary repairs. Motion carried.

It was moved and seconded to approve a proposal dated February 24, 2004 in the amount of $2,850 with Economy Caulking, Inc. to replace expansion joints outlined in their proposal. Motion carried.

It was moved and seconded to extend the March 1, 2004 deadline to March 15, 2004 to register bicycles with Dan before they are removed from the garage. Motion carried.

NEW BUSINESS

Cliff Snedeker presented a proposal from Sunbelt Holdings, Inc. d/b/a Horizon Surface Systems for $8,975 to repair approximately 1,080 square feet on portions of the 2nd. and 3rd. floor deck and walkways for proper water control.

Jill Ellis was requested to obtain at least two (2) more bids on this project to present at the next meeting.

Lars Warn stated that he had received complaints concerning wind chimes on various owners’ balconies. He stated that the wind chimes were in violation of Sunwatch Rules & Regulations (9. NOISE RESTRICTIONS). A reminder will be placed in the Newsletter.

Jill Ellis was requested to post signs in the pool area that the pools are to be used only by owners of Sunwatch and their guests.

The next meeting is scheduled for 4 PM, Tuesday, March 30, 2004.
